Abstract
In this article we provide data from seven Greek Universities during the economic recession. Based on the data that has been collected we assess the strategic performance of the universities using the aggregation disaggregation theory of the Multiple Criteria Analysis. Via the proposed algorithm we reveal the cognitive style and the behaviour style in order to assess the strategic performance of the universities and more over we elucidate possible strategic actions.

Abstract
The establishment of mature operational procedures to support the educational process and the attempt to standardize and certificate these procedures is a very arduous and a demanding task that requires ensuring conditions in several levels of government. At the same time, according to the latest requirements of HQAA (Hellenic Quality Assurance & Accreditation Agency) regarding the certification of study programs and the gradual establishment of quality assurance mechanisms, it is a necessity for all educational institutions to establish such operational procedures. Standardization of procedures and effective change management are the critical issues. In this work we measured the maturity level of the current evaluation processes in an advanced academic department of a HEI (Higher Education Institute) as well as of the new procedures proposed by HQAA for the Certification of Curricula and of the establishment of a Quality Assurance System (QAS). Based on the results of our research it is possible to draw conclusions about the feasibility of implementing the new required procedures and the degree of difficulty of their application and exploitation. At the same time, an assessment of the level of process maturity in the academic department is possible, using Capability Maturity Models. At the end of this work we present a road map for the development of a QAS for a HEI.

Abstract
Quality assurance in higher education has been established officially, through the establishment of appropriate procedures and through the appointment of supervising bodies. After an initial period of experimental application of evaluation activities, the need for optimization of processes and exploitation of recorded observation has arisen; the obvious aim is the provision of educational processes in accordance with the quality standards. Within the aforementioned framework the Balanced Scorecard technique provides a useful framework that assists in converting the organizational scope to measurable indexes and processes. This procedure however, in order to be applied to the educational domain, demands an appropriate adjustment of the model to the educational needs. Within this framework, this work describes an attempt to develop the required infrastructure in processes, information systems and regulations for a technological institution, in order to ensure quality in relation to the goals agreed by the Hellenic Quality Assurance and Accreditation Agency and support the administration of a higher education institution in taking decisions in a contemporary and continuously improved manner.

Abstract
The establishment of mature operational procedures and the effort of standardizing and certifying these procedures is a particularly arduous and demanding task which requires strong commitment from management to the existing objectives, administrative stability and continuity, availability of resources, an adequate implementation team with support from all stakeholders and of course great tolerance until tangible results of the investment are shown. Ensuring these conditions, particularly in times of economic crisis, is an extremely difficult task for large organizations such as TEI of Athens where there is heterogeneity in personnel and changes in the administrative hierarchy arise plethora of additional difficulties and require an effective change management. In this work we depict the path of standardization and certification of administrative functions of TEI of Athens, with emphasis on difficulties encountered and how to address them and in particular issues of change management and the culture related to this effort. The requirement for infrastructure needed to be maintained in processes and tools process & strategic management is embodied, in order to evolve mechanisms for continuous improvement processes and storage / recovery of the resulting knowledge. The work concludes with a general design of a road map of internal audit and continuous improvement processes for a large institution of higher education.

Abstract
One of the major issues that Greek Higher Education Institutes face is the delayed completion of studies of their students. For example, in the case of the Technological Educational Institute of Athens, in the academic year 2012-2013, the percentage of graduates with a length of studies of more than 6 years was 53%. This "problem" becomes harder if we consider that according to the new legislation, the Greek Higher Education Institutes (HEI) must cut off access to the students who "linger" too long. This means that many of these graduateswouldn't be able to complete their studies. While many institutes have systems to quantify and report the length of studies of all graduates, far less attention is typically paid to each student's reason(s) for delayed graduation. In this paper, we focus on examining the question of why students delay in the completion of their studies using several data mining techniques. Through the application of data mining techniques new knowledge will be provided to the administration of a HEI that could be used for solving this problem. The data used in our case study come from a questionnaire distributed to graduates of the institute but also from educational data stored in the Institute's student database.

Abstract
One of the biggest challenges that Higher Education Institutions (HEI) faces is to improve the quality of their educational processes. Thus, it is crucial for the administration of the institutions to set new strategies and plans for a better management of the current processes. Furthermore, the managerial decision is becoming more difficult as the complexity of educational entities increase. The purpose of this study is to suggest a way to support the administration of a HEI by providing new knowledge related to the educational processes using data mining techniques. This knowledge can be extracted among other from educational data that derive from the evaluation processes that each department of a HEI conducts. These data can be found in educational databases, in students’ questionnaires or in faculty members’ records. This paper presents the capabilities of data mining in the context of a Higher Education Institute and tries to discover new explicit knowledge by applying data mining techniques to educational data of Technological Educational Institute of Athens. The data used for this study come from students’ questionnaires distributed in the classes within the evaluation process of each department of the Institute.

Abstract
The European Union has launched a comprehensive strategy framework and emerging actions on security and privacy issues. To this direction, a number of relevant initiatives have been put on (e.g. cyber security task force, awareness campaigns, promotion of good practices, improved exchange of information mechanisms, etc.). Their results will provide the basis for the work towards a secure information infrastructure. The key actions proposed for a secure information infrastructure, under the eEurope-2005 umbrella, include, between others, “Secure Communication between Public Services”, e.g. examination of the possibilities to establish a secure communications environment for the ex-change of government information. An important aspect towards this direction is the deployment of a Public Key Infrastructure (PKI). In this paper a good-practice guidance is described, on how a secure and efficient PKI can be developed to support secure and efficient Government-to-Government and Government-to-Citizen electronic communication.
