Dimitrios N. Skoutas holds a PhD degree in Communication Networks and a Dipl.-Eng (5 years degree) in Electrical and Computer Engineering with major in Telecommunications.
- PhD in the field of "Communication Networks - Communications," Department of Information and Communication Systems Engineering, University of the Aegean. Thesis title: "Wireless Resource Management in Third- and Later-Generation Mobile Communication Systems."

- Cellular IoT (i.e. NB-IoT, LTE-M) and 5G networks
- Heterogeneous radio technologies and Reconfigurable Networks
- Quality of Service provisioning in heterogeneous networks environment
